Gibbons was born in , the youngest of three children born to schoolteacher parents. He grew up in the Philadelphia neighborhood of . He has credited his mother for inspiring him to be committed to public health. He received his undergraduate degree from in 1978 and later graduated from . He then completed his residency and cardiology fellowship at .
Important Events In Nhlbi History
President Harry S. Truman signed the National Heart Act, creating and establishing the National Heart Institute in the Public Health Service and the National Advisory Heart Council.
Surgeon General Leonard A. Scheele, by General Circular No. 36, Organization Order No. 14, established the NHI as one of the National Institutes of Health to assume responsibility for heart research, training, and administration as set forth in the National Heart Act. Intramural research projects in cardiovascular diseases and gerontology, conducted elsewhere in NIH, were transferred to the NHI. The director of the NHI was designated to lead and coordinate the total PHS heart program.
The National Advisory Heart Council held its first meeting. Dr. Paul Dudley White served as the Council’s Executive Director.
Cooperative research units were established at the University of California, University of Minnesota, Tulane University, and Massachusetts General Hospital. Pending completion of the NHI’s own research organization and availability of further research facilities, the units were jointly financed by the NIH and the institutions.
The NHI intramural research program was established.
The Heart Disease Epidemiology Study at Framingham, Massachusetts, was transferred from the Bureau of State Services, PHS, to the NHI.
The Clinical Center admitted its first patient for heart disease research.
The NHI was renamed the National Heart and Lung Institute , reflecting expansion of functions.

Nhlbi Nutrition Research Portfolio Compared With The Overall Nih Nutrition Research Portfolio
There are similarities in the types of grants funded in the NHLBI research portfolio and the overall NIH portfolio. The projects in the overall NIH nutrition research portfolio consist of 69.8% R series, 10.8% K series, 8.5% F series, 4.4% U series, 4.5% P series, 0.3% T series, and 1.7% of projects with other activity codes . Similar to the NHLBI portfolio, the overall NIH portfolio funds only a small proportion of new T series grants each year. This analysis found only 4 newly awarded T series grants during this time period in the overall NIH nutrition research portfolio.
The investment in the overall extramural NIH nutrition portfolio increased from $1.00 billion in 2008 to $1.57 billion in 2019, representing a 56.5% increase. Over the past decade, NHLBI yearly investment in nutrition and nutrition-related research ranged from $136 million to $214 million , and these trends mirrored increases in the NIH investment.

What Oig Recommends And Nih Comments
We recommend that NHLBI strengthen its internal controls for OTs by updating its policies and procedures to properly document its justifications for using OTs instead of traditional award instruments and to determine fairness and reasonableness of award amounts, allowability of costs, and compliance with Federal funding requirements.
In written comments on our draft report, NIH concurred with our recommendations and said that it would update its policies and procedures by November 15, 2021, to reflect our recommendations.

The Office Of The Director
The Office of the Director of the National Heart, Lung, and Blood Institute provides overall strategic planning, policy guidance, program development and evaluation, and operational and administrative coordination for the Institute. Offices within the OD provide critical management and administrative support to the Institute, and are responsible for the transparent and responsible stewardship of the NHLBI budget.
The OD is the focal point of relationships with the Director of the NIH as well as with other components of the Department of Health and Human Services , other Federal agencies, Congress, professional societies, voluntary health organizations, and other public groups. The OD advises and guides the NHLBI’s key leaders on the principles, practices, laws, regulations, and policies of the Federal equal employment, affirmative action, civil rights, and minority programs.
The OD collects, develops, and disseminates information on the diseases of the heart, lung, and blood and on transfusion medicine, with an emphasis on disease prevention, and conducts and fosters educational programs for scientists and clinicians. It provides leadership in the transfer and assessment of information for the scientific community and the lay public, and establishes internal Institute policy for program and administrative operations, maintaining surveillance over their implementation.

Nih Interagency Pain Research Coordinating Committee
On February 13, 2012, the National Institutes of Health announced a new group of individuals assigned to research pain. This committee is composed of researchers from different organizations and will focus to “coordinate pain research activities across the federal government with the goals of stimulating pain research collaboration and providing an important avenue for public involvement” . With a committee such as this research will not be conducted by each individual organization or person but instead a collaborating group which will increase the information available. With this hopefully more pain management will be available including techniques for those with arthritis. In 2020 , American scientist and pain psychologist, was appointed as scientific member of the group.

BACKGROUND:
The World War II veteran cohort was originally examined during the 1969-1973 period at five examination centers located in Framingham, Massachusetts Davis, San Francisco, Los Angeles, California and Indianapolis, Indiana. The objective of the initial examination was to estimate the heritability of cardiovascular risk factors. Results of the first examination showed significant heritability for height, weight, relative weight, systolic and diastolic blood pressure, glucose tolerance, uric acid, hematocrit, plasma triglycerides, and forced expiratory volume but not for total plasma cholesterol or any of the lipoprotein cholesterol fractions

Intramural And Extramural Research
NIH devotes 10% of its funding to research within its own facilities , and gives > 80% of its funding in to extramural researchers. Of this extramural funding, a certain percentage must be granted to small businesses under the program. As of 2011, the extramural funding consisted of about 50,000 grants to more than 325,000 researchers at more than 3000 institutions. In September 2006, the NIH Blueprint for Neuroscience Research started a contract for the for the Assessment of Neurological and Behavioral Function to develop a set of state-of-the-art measurement tools to enhance collection of data in large cohort studies. Why Oig Did This Audit
The National Institutes of Health’s use of “other transactions” , which are special award instruments that are generally not subject to Federal laws and regulations that apply to traditional award instruments, increased by $314 million from 2016 to 2019. The Federal Government generally uses OTs for high-risk, high-reward research and development projects. Although OTs are subject to fewer restrictions than contracts, grants, or cooperative agreements, they must be awarded and administered in a way that ensures proper stewardship of Federal funds.
From October 1, 2016, through September 30, 2019 , the NIH National Heart, Lung, and Blood Institute awarded $84.3 million in Federal funds under 29 OTs.
Our objective was to determine whether NHLBI complied with applicable Federal requirements for awarding and administering OTs.

Biographical Sketch Of Nhlbi Director Gary H Gibbons Md
Gary H. Gibbons, M.D., is Director of the National Heart, Lung, and Blood Institute at the National Institutes of Health , where he oversees the third largest institute at the NIH, with an annual budget of more than $3 billion and a staff of 917 federal employees.
The NHLBI provides global leadership for research, training, and education programs to promote the prevention and treatment of heart, lung, and blood diseases and enhance the health of all individuals so that they can live longer and more fulfilling lives.
Dr. Gibbons research program is recognized for its discovery science related to cardiovascular health of minority populations. His laboratory is currently focused on discovering novel, ancestry-specific mediators of vascular disease. Prior to being named director of the NHLBI, Dr. Gibbons served as a member of the National Heart, Lung, and Blood Advisory Council from 2009-2012. He was also a member of the NHLBI Board of Extramural Experts , a working group of the NHLBAC.
Throughout his career, Dr. Gibbons has received numerous honors, including election to the Institute of Medicine of the National Academies of Sciences selection as a Robert Wood Johnson Foundation Minority Faculty Development Awardee selection as a Pew Foundation Biomedical Scholar and recognition as an Established Investigator of the American Heart Association .
